Yenagoa—Governor of Bayelsa State, Senator Douye Diri on Monday, received Ambassador Richard Swett, a former lawmaker in the United States Congress in Government House, Yenagoa.
The Congressman who represented New Hampshire, was in Yenagoa to propose a rural developmental model for Bayelsa State.
According to Daniel Alabrah, the Chief Press Secretary to the Governor, Ambassador Swett said the development model would create jobs, housing, electricity and food among other necessary requirements for people of the state.
Giving more details about the model, Ambassador Swett stated that it comprises of a facility that is five-storey tall, built on a hectare of land with agricultural activities inside and capable of producing 400 times what could be grown in a regular farming season on same size of land. He started that the model is based on what he termed Total Environment Controlled Agriculture Plant (TECAP).
Coupled with the fact that the facility will have zero carbon emissions, he also reiterated that the facility would make it possible for each community to have at least 3,000 individuals as shareholders in the businesses that operate there.
Ambassador Swett, who is the Chief Executive Officer of Climate Prosperity Enterprises Solutions, while asserting his believe that the project will work with the commitment of the state government, he also said funding for the project will come from development agencies and other partners.
Reacting,Governor Douye Diri thanked the congressman for choosing Bayelsa state to site the project and also assured him of the government’s corporation.
While stating his administration’s desire in attract more foreign direct investment, Governor Diri also announced the formation of an implementation committee for the project led by the commissioner for Justice, Biriyai Dambo (SAN).
Commissioners for Agriculture, Health and Finance will serve as members. Other members include, Technical Adviser on Public Private Partnership, Managing Director, Bayelsa State Electricity Company and the Principal Secretary, Government House.
